A city built in twenty years

Spain's 2021 census shows a sharp profile: 11,954 homes in buildings from 1951-1960, 41,449 from 1961-1970 and 32,973 from 1971-1980, against only 6,864 older than 1951 and 16,796 newer than 1980. The building's date says more about L'Hospitalet than about most cities.

Bellvitge is the best-known example of that boom. According to the Catalan public broadcaster 3Cat, the developer Ciudad Condal began building it in 1964 on farmland next to the old hermitage, the first residents moved in in 1965, and the estate ended up with 77 blocks of up to 18 storeys and about 9,800 homes. To build quickly it used a French prefabricated panel system that allowed up to eight homes a day.

The lesson for a buyer is that very different building systems coexisted in the 1960s, so two blocks from the same decade can have nothing in common structurally. The year is a clue, not an answer.

Aluminosis in L'Hospitalet: what is known

There is no public list of buildings with aluminous cement in the city. The Barcelona association of building surveyors (CAATEEB) documents the background: after the 1990 collapse in Barcelona's Turó de la Peira, the Catalan construction technology institute surveyed about a thousand buildings in 300 Catalan municipalities and found the issue affected the whole post-war stock.

The same source recalls that more than a hundred joist makers worked in Catalonia and that most used both aluminous and Portland cement. With 53,403 homes from 1951-1970, many buildings here are from the period, but that does not mean they contain that cement: only testing the joists settles it.

What you can do is look. Rust stains on the underside of ceilings, cracks running along the joists or fallen pieces of concrete in bathrooms and kitchens are reasons to call in a surveyor before signing. Damp is what harms these joists, so a leaking downpipe matters more than the date.

The building inspection and its certificate

Since almost all of L'Hospitalet's housing is over 45 years old, nearly every residential block should already have passed its building inspection (ITE). The Catalan Housing Agency sets that age limit, counted from the year in the Catastro (the national property register of buildings), under Housing Act 18/2007 and Decree 67/2015.

The result is a certificate of fitness whose length reflects what was found: 10 years with minor or no defects, 6 with significant ones, and 3 with serious or very serious ones once safety measures are done. Without those measures, the building is refused the certificate.

When a home is sold, handing over that certificate is compulsory according to the Agency. Ask for it with the full technical report and look at its duration: a 3-year certificate on a 1960s block points to serious defects already made safe and usually to works and levies ahead. The inspection is visual and does not look for hidden defects.

The Llobregat and flood zones

The official SNCZI flood maps of the Spanish environment ministry give 2 areas of potentially significant flood risk (ARPSI) within the city boundary, and river flood zones reach it already at the 10-year return period. The city's very name ties it to the Llobregat river, so the exact location of each building matters.

The city figure only says that mapped zones exist. Whether a building falls inside depends on its plot and the 10, 100 and 500-year maps. For ground floors and buildings with basements, also check the community minutes for past water ingress.

Radon, earthquakes and prices

Spain's building code places L'Hospitalet de Llobregat in radon zone I (DB-HS6, appendix B): a municipal classification that requires protection in new buildings and some renovations but measures no home. The seismic code NCSE-02 assigns it a basic ground acceleration of 0.04 g.

On price, the housing ministry put the average appraised value of open-market housing in the city at €3,064.6/m² in the first quarter of 2026, 12.5% up on a year earlier. That average covers everything from 1960s blocks with pending works to recent developments.
